Key rules in Canada

Plain-language summary. The regulator is Alcohol and Gaming Commission of Ontario (AGCO).

  • Minimum age

18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

Only from provincially run or authorized retailers, delivered within that province.

  • Travel

Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

How it works

How cannabis is sold in Stittsville

A 20-year-old visiting from Gatineau finds that the law changes at the Ottawa River: she may buy in Ontario at 19, while Quebec sets 21, the highest in Canada, CBC reported,.

  1. Choose the strip.
Hazeldean Road has Hunny Pot Cannabis at 5754 Unit A9 and One Plant at 6081 Unit 2. Stittsville Main Street has Canna Cabana at 1300 Unit 111 and Spiritleaf at 1250 Unit C10.
  2. Add the outlier.
Pop's Cannabis Co. is at 1150 Terry Fox Dr Unit 2, on the Kanata side of the boundary.
  3. Bring photo ID.
Ontario stores card at the door; your age decides, not where you live.
  4. Keep it under the federal limit.
The Cannabis Act allows 30 grams of dried cannabis in public, and that count follows you across provincial lines.

What does the Ottawa River change?

Stittsville is a community in the City of Ottawa, which opted in to stores when its council voted in December 2018, according to CBC. Nothing about Stittsville itself is local: there is no separate bylaw here, so the Ottawa rules and the provincial ones apply. The trouble starts on the drive home. Quebec bans use on streets and in public places, and a Gatineau resident who lights up on a sidewalk breaks the rule there even with a legal Ontario purchase. Ontario's own pages, including the private store guide, cover the rest.

Cannabis in Stittsville: questions

Is Stittsville its own municipality?

No, it is a community inside the City of Ottawa, so the city's opt-in covers it.

Can I buy at 19 in Stittsville and carry it into Quebec?

The federal 30 gram public limit applies in both provinces. Quebec's age of 21 governs what you may buy there, and public use there is banned on streets and in public areas.
