On Niagara Street, number 85 is a Discounted Cannabis store and number 86 is Cannabis Cupboard, one door apart. That is the sort of density Ontario's model produces: the AGCO authorizes stores, cities can only say yes or no, and there is no minimum distance between shops beyond 150 metres from a school.
St Catharines was one of seven Niagara municipalities that opted in to private cannabis stores, alongside Welland and Niagara Falls, according to Niagara Economic Development, after its General Committee took the question up on January 14, 2019. The stores run along four streets. Niagara Street holds Discounted Cannabis at 85 and Cannabis Cupboard at 86. Lake Street has Budssmoke at 186 and a second Discounted Cannabis at 353; Ontario Street has Cannabis & More at 230 and another Cannabis Cupboard at 318. Further out are Canada Buds on Carlton Street and a third Discounted Cannabis on Fourth Avenue. Is there a limit on cannabis stores in St Catharines?
Not one the city can set. Ontario allows municipalities to opt in or out but not to cap store numbers; the only province-wide buffer is 150 metres from schools.

Possession
30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.
Home grow
Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).
Public use
Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.
