Scarborough is not a separate city: it is the eastern district of Toronto, which is why the province's register files its shops under their own name. In our list it holds 66 authorized stores, and the city of Toronto says there is no minimum distance between cannabis retailers, only 150 metres from schools.
That explains why Canna Cabana has three Scarborough addresses in the top rows, at 85 Ellesmere Road and at 2432 and 2000 Eglinton Avenue East. The best-scored shop is FIKA (9.1) in the Golden Mile shopping centre at 1900 Eglinton Avenue East. You must be 19 to buy.

Eglinton Avenue East carries the longest run: FIKA at 1900, Canna Cabana at 2000 and 2432, and Breaking Bud Cannabis at 2683. Markham Road is the second spine, with 7th Heaven Cannabis at 114, Breaking Bud at 685w and Budssmoke at 1133. Ellesmere Road adds Canna Cabana at 85.

Home grow
Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).
Public use
Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.
