Ottawa dispensaries: 53 licensed cannabis stores on the Ontario side

Cross the river to Gatineau and the minimum age for cannabis rises from 19 to 21, and private stores disappear: Quebec sells only through the SQDC. Ottawa is the Ontario side, where 53 AGCO-authorized private stores are on our list and adults 19 and over can buy up to 30 grams of dried cannabis, or the equivalent, per purchase.
Ottawa council voted on December 13, 2018 to allow private stores, and after a failed motion to opt out it backed the staff recommendation unanimously, according to CBC. The two rated shops here are Tokyo Smoke on Wellington Street West (9.1) and Pakalolo on Elgin Street (9.0).

Ottawa is a large amalgamated city, so addresses in the list range from central streets to rural villages. Banana Express is on Somerset Street East, a Bluebird branch sits at 203 1/2 Queen Street, Athena Cannabis is out on Eagleson Road in the west end, and other Bluebird branches serve Hawthorne Road, Clyde Avenue and Manotick Main Street. Four of the top eight rows carry the Bluebird name in slightly different spellings, so confirm the exact store name and address against the AGCO map.

Is the cannabis age different in Ottawa and Gatineau?
Yes. Ottawa follows Ontario's minimum age of 19. Gatineau is in Quebec, where the minimum age has been 21 since January 1, 2020 and only SQDC stores may sell.
Can I smoke cannabis in Ottawa parks?
No. The City of Ottawa's Smoking and Vaping By-law 2019-241 prohibits smoking or vaping tobacco or cannabis in city parks. Land owned by the National Capital Commission follows federal rules instead, so check the signage.

Possession
30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.
Home grow
Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).
Public use
Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.
