How do you tell which authority licensed a shop?

Only two addresses are plainly downtown: The Green House at 270 East Pagosa Street and San Juan Strains at 356. High Grade Specialists has an Eagle Drive store and a second at 600 Cloman Boulevard. Pagosa Craft is on Goldmine Drive and Pagosa Therapeutics on Bastille Drive, and neither address settles the question. Ask the store which authority's licence hangs on the wall.

A Pagosa Sun headline says the town began keeping all marijuana sales tax generated inside town limits, so the split also matters for tax. Colorado's statewide layer is described under Colorado.
