How the six-store ceiling works
Louisville's municipal code, chapter 5.11, allows no more than six licensed retail stores and medical centres combined. If fewer than six operate, applications are handled in the order complete ones arrive. The city clerk's page reports no vacancy. Six stores for 21,226 residents is about 2.8 per 10,000. The Dab appears twice on the register, at two addresses, which is how the six add up.
Ajoya's Suite D3 and Star Buds' Unit 3 show these are multi-tenant buildings, so match the unit and not only the street number.
