Why will a sixth store not appear?

Search listings for the city's marijuana licence page describe a cap of five businesses and no open applications. The page itself blocked our check, so confirm the count with the city clerk. The register shows five stores, which matches that cap and works out at one store per 1,001 residents. Wheat Ridge, just north, also lists five. Nothing in our sources mentions a lounge or delivery licence for Edgewater.
