Why did Gunnison choose no cap?
City Council voted unanimously in July 2015. Mayor Richard Hagan said the market would decide how many survive. Residents had asked for five shops, the number of liquor stores at the time, and a Western Colorado University graduate ran a petition warning of too many, the Gunnison Country Times noted. It later reported the city approving two more, taking licences to 10, while the register now shows seven stores.
