What limits the count?

Moffat County commissioners banned recreational shops in February 2013 and a 2014 ballot question to reverse that failed, according to the Craig Daily Press. The city acted later. A 2019 editorial described its ordinance as capping sales and excise taxes at 10% each and licences at three per business category, which the paper criticised. Six stores on the register suggest that cap was either changed or counted differently, so ask the clerk for the current figure.

The council's own record shows how tight siting is. On 26 November 2020 it approved Good Vibes Rocky Mountain Dispensary at 820 West Victory Way by 4-1, after refusing an earlier site near the county fairgrounds in September for breaking proximity rules. That store is not in our data, which is a gap on our side. For anything beyond Craig, start at Colorado.
