The rules

Key rules in the United Kingdom

Plain-language summary. The regulator is Care Quality Commission.

  • Possession (no prescription)

Illegal. Cannabis is Class B, with a maximum of five years' imprisonment and/or an unlimited fine; for possession, police may instead give a warning or a penalty notice of up to £90 on the spot.

  • Prescribed cannabis

Legal when prescribed by a doctor on the GMC Specialist Register and dispensed by a registered pharmacy.

  • Home grow

Illegal. Growing counts as production of a Class B drug, with a maximum of 14 years in prison; a prescription does not permit cultivation.

  • Public use

Using non-prescribed cannabis anywhere is illegal, and prescribed cannabis-based products must not be smoked.

  • Driving

Driving while impaired is illegal everywhere in the UK. England, Scotland and Wales also have drug limits (THC: 2 µg per litre of blood in England and Wales); the limit offense does not apply to drugs taken as prescribed if you are fit to drive. Minimum penalty: a one-year ban.

  • CBD products

Allowed as food only if linked to an application on the FSA public list (England and Wales) and if controlled cannabinoids such as THC stay within 1 mg per container.

  • Daily CBD intake

FSA advice: healthy adults should have no more than 10 mg of CBD a day from food; the THC safe upper limit is about 70 µg a day for an adult (July 2025).

  • Age

No statutory minimum age for a specialist prescription (NHS use includes children with rare epilepsies), but the private clinics in our directory take adults only (18+, or 21+ at Integro). The FSA advises under-18s not to take CBD.

How it works

How cannabis is sold in England

England is home to almost all of the UK's private medical cannabis clinics and specialist pharmacies. A clinic that prescribes cannabis-based medicines must register with the Care Quality Commission for the regulated activity of treatment of disease, disorder or injury, and it must notify the CQC if it starts prescribing these products or prescribing them remotely. In guidance updated in July 2026, the CQC says each decision to prescribe should be scrutinized by a multidisciplinary team that includes at least two doctors on the GMC Specialist Register, and that specialists must keep genuine oversight of their patients.

Ratings vary. Among the clinics we checked in September 2026, Curaleaf Clinic, Lyphe Clinic, Mamedica, Zerenia, Cantourage and Integro held Good ratings, some of them several years old or from earlier addresses, while Alternaleaf and Verkind were rated Requires improvement in 2026, and several newer registrations had not yet been inspected. The pharmacies that dispense these medicines are registered with the GPhC, which publishes inspection outcomes.

For CBD, England follows the Food Standards Agency's rules: only products linked to applications on the FSA public list may be sold, and the FSA advises healthy adults to keep to 10 mg a day. Drug-driving limits apply, including 2 micrograms of THC per litre of blood.

Cannabis in England: questions

How do I check a medical cannabis clinic in England?

Search the clinic or its company name on the CQC website. The profile shows whether it is registered, its location ID and any rating; pharmacies can be checked on the GPhC register.

Do clinics in England need a GP referral?

Most private clinics in our directory accept self-referrals but ask for your Summary Care Record or GP records, and the CQC expects specialists to review each prescribing decision.
