Key rules in the United Kingdom
Plain-language summary. The regulator is RQIA (Regulation and Quality Improvement Authority).
Possession (no prescription)
Illegal. Cannabis is Class B, with a maximum of five years' imprisonment and/or an unlimited fine; for possession, police may instead give a warning or a penalty notice of up to £90 on the spot.
Prescribed cannabis
Legal when prescribed by a doctor on the GMC Specialist Register and dispensed by a registered pharmacy.
Home grow
Illegal. Growing counts as production of a Class B drug, with a maximum of 14 years in prison; a prescription does not permit cultivation.
Public use
Using non-prescribed cannabis anywhere is illegal, and prescribed cannabis-based products must not be smoked.
Driving
Driving while impaired is illegal everywhere in the UK. England, Scotland and Wales also have drug limits (THC: 2 µg per litre of blood in England and Wales); the limit offense does not apply to drugs taken as prescribed if you are fit to drive. Minimum penalty: a one-year ban.
CBD products
Allowed as food only if linked to an application on the FSA public list (England and Wales) and if controlled cannabinoids such as THC stay within 1 mg per container.
Daily CBD intake
FSA advice: healthy adults should have no more than 10 mg of CBD a day from food; the THC safe upper limit is about 70 µg a day for an adult (July 2025).
Age
No statutory minimum age for a specialist prescription (NHS use includes children with rare epilepsies), but the private clinics in our directory take adults only (18+, or 21+ at Integro). The FSA advises under-18s not to take CBD.

Look up a licenseHow cannabis is sold in Northern Ireland
Northern Ireland also permits cannabis-based medicines only on prescription. NI Direct says medicinal cannabis must be prescribed or recommended by a specialist doctor, and that the Health Service prescribes it for only a few patients, such as children with Lennox-Gastaut or Dravet syndrome, people with multiple sclerosis spasticity and people with nausea from chemotherapy. Cannabis remains a Class B drug, and smoking cannabis or cannabis-based medicines is illegal.
Independent clinics in Northern Ireland register with RQIA. When we checked RQIA's published list of registered independent clinics (June 2026), it did not include a dedicated medical cannabis clinic, so patients can turn to UK-wide online clinics; Curaleaf Clinic, for example, says it accepts patients from Northern Ireland.
Two rules differ from Great Britain. The drug-driving law with specified limits does not cover Northern Ireland, although driving while unfit through drugs can still lead to arrest. And under the FSA's guidance, CBD food products in Northern Ireland need authorization under EU law. Some CBD retailers, including Love Hemp, say they currently cannot ship CBD there.
