The rules

Key rules in the United Kingdom

Plain-language summary. The regulator is Care Quality Commission.

  • Possession (no prescription)

Illegal. Cannabis is Class B, with a maximum of five years' imprisonment and/or an unlimited fine; for possession, police may instead give a warning or a penalty notice of up to £90 on the spot.

  • Prescribed cannabis

Legal when prescribed by a doctor on the GMC Specialist Register and dispensed by a registered pharmacy.

  • Home grow

Illegal. Growing counts as production of a Class B drug, with a maximum of 14 years in prison; a prescription does not permit cultivation.

  • Public use

Using non-prescribed cannabis anywhere is illegal, and prescribed cannabis-based products must not be smoked.

  • Driving

Driving while impaired is illegal everywhere in the UK. England, Scotland and Wales also have drug limits (THC: 2 µg per litre of blood in England and Wales); the limit offense does not apply to drugs taken as prescribed if you are fit to drive. Minimum penalty: a one-year ban.

  • CBD products

Allowed as food only if linked to an application on the FSA public list (England and Wales) and if controlled cannabinoids such as THC stay within 1 mg per container.

  • Daily CBD intake

FSA advice: healthy adults should have no more than 10 mg of CBD a day from food; the THC safe upper limit is about 70 µg a day for an adult (July 2025).

  • Age

No statutory minimum age for a specialist prescription (NHS use includes children with rare epilepsies), but the private clinics in our directory take adults only (18+, or 21+ at Integro). The FSA advises under-18s not to take CBD.

Search for “dispensary London” and you will find CBD shops, delivery accounts on social media and clinic ads mixed together. Only the clinics are part of a legal chain, and even they don't sell you cannabis directly: a specialist prescribes, a registered pharmacy dispenses, and the medicine arrives by courier.

How does a London medical cannabis prescription work?

It is a remote, paid process run by private clinics, because the NHS prescribes cannabis medicines only for a few conditions such as rare severe epilepsy and MS spasticity, according to the NHS medical cannabis page.

  1. Eligibility check
Clinics ask for a diagnosed condition and evidence that standard treatments haven't worked (Mamedica, for example, asks for at least two).
  2. Specialist consultation
Usually by video. Clinics regulated by the Care Quality Commission (CQC) must have the decision ratified by a team including at least two specialist doctors.
  3. Pharmacy dispensing
The prescription goes to a pharmacy, which posts the product in its original labelled packaging.
  4. Follow-ups
Clinics charge for reviews and repeat prescriptions; prices differ a lot between them.

What can a visitor to London legally do?

Very little. A tourist can't walk into any London shop and buy THC cannabis, and a prescription from home doesn't make street cannabis legal here.

CBD products are sold openly, but the Food Standards Agency says no CBD food is fully authorised yet and advises no more than 10 mg a day. Compare the options in our UK prescription guide and the wider England hub.

Cannabis in London: questions

Are there legal weed dispensaries in London?

No. Cannabis is a Class B drug and recreational sale is illegal everywhere in the UK. The only legal access is a cannabis-based medicine prescribed by a specialist doctor and dispensed by a pharmacy.

How do people in London get medical cannabis?

Mostly through private clinics such as Curaleaf Clinic, Mamedica or Cantourage Clinic. A specialist on the GMC Specialist Register assesses you, usually by video, and a pharmacy posts the prescribed product. The NHS prescribes cannabis medicines only for a few specific conditions.

What happens if you're caught with cannabis in London without a prescription?

According to GOV.UK, possession of a Class B drug can mean up to 5 years in prison, an unlimited fine or both. For small amounts police may instead give a warning or an on-the-spot fine of up to £90.

Can I smoke my prescribed cannabis flower in London?

No. Under the 2018 rules smoking cannabis-based medicines is not permitted; prescribed flower is meant to be vaporized. Keep it in the pharmacy packaging with a copy of the prescription.

Are London CBD shops legal?

CBD shops operate openly, but the Food Standards Agency has not fully authorised any CBD food product and advises adults to take no more than 10 mg a day. CBD products must not contain controlled levels of THC.
