Two Manitoba cities have no cannabis store by choice, and one of them votes on it. Winkler's residents decide on October 28, 2026, alongside the municipal election, whether to lift the city's ban, according to StratCann and CBC. Steinbach's city administration rejected a similar petition after invalidating more than 3,000 of about 4,000 signatures.

Everywhere else, adults 19 and older buy from private stores licensed by the Liquor, Gaming and Cannabis Authority, about 250 in September 2026. Verdex lists 238, including Jupiter Cannabis on Academy Road, Cannazonia on Notre Dame Avenue near the Health Sciences Centre and Flamingo+ Cannabis on Main Street in Riverbend.

Winnipeg first, then the towns that allow stores

Winnipeg holds 145 of our listings. Brandon has 8, Selkirk 7, Portage la Prairie 6 and Thompson 4, and the authority's list reaches Churchill on Hudson Bay, where Fireweed Cannabis holds a licence. Manitoba lets municipalities ban retail, which is why Steinbach and Winkler, both sizeable, send shoppers to other towns or online.

  • Two formats: age-restricted shops nobody under 19 may enter, and controlled-access counters inside larger retailers where cannabis is kept out of sight. Cannabis and alcohol are not sold side by side.
  • Limits: one sale may reach 30 grams of dried cannabis or its equivalent, plus up to four plants.
  • Home grow: the ban ended with Bill 34 in June 2024, and since May 1, 2025 adults may grow up to four plants per household, indoors and out of reach of young people. Landlords and condo boards may still prohibit it.
  • Online: licensed stores may sell online and by phone.

Both cities banned cannabis retail after legalization. Winkler votes on October 28, 2026 on lifting its ban, and Steinbach's petition for a vote was rejected by city administration, with organizers promising a court challenge.
