Outside St. John's, many Newfoundland towns have one or two cannabis stores and no more. Verdex lists 62 licensed retailers, 12 in the capital and the rest spread from Corner Brook to Gander and Grand Falls-Windsor. The province runs a hybrid model: the Newfoundland and Labrador Liquor Corporation imports, distributes and prices cannabis and runs the online store, while physical shops are private Licensed Cannabis Retailers under agreements with the NLC.
The minimum age is 19. Adults may buy and carry 30 grams of dried cannabis or its equivalent and grow four plants per private dwelling. Many entries here belong to the Atlantic Cannabis network, with branches in Gander on Airport Boulevard, Corner Brook on Broadway Avenue and Placentia. Register entries carry no ratings yet.

St. John's holds 12 of our listings, Corner Brook 3, and Stephenville, Mount Pearl, Grand Falls-Windsor, Gander, Conception Bay South, Clarenville and Bay Roberts 2 each. A short list of towns means real driving distances, which is where the NLC's online store, shopcannabisnl.com, fills gaps: orders ship by Canada Post only to civic addresses inside the province for a flat $9 plus HST, and the recipient must show ID and sign.
- Warning signs: the NLC tells shoppers to look for approved-retailer signage, the provincial excise stamp and the standardized THC symbol, and to treat unrealistically low prices or edibles claiming more than 10 mg of THC per serving as red flags.
- Supply: of $29.3 million in first-quarter 2026 sales, $18.9 million went through the NLC distribution centre and $10.4 million came from local producers selling directly to stores, according to StratCann.
- Sales trend: that quarter's total was down 2.5%, largely from lower direct sales by local producers.
Because every legal store buys through the same system, differences are hours, staff advice and pack sizes. Dried flower made up about a third of provincial sales, then pre-rolls (20%) and vapes (17%). Our report on Nova Scotia and Newfoundland first-quarter sales has the figures, and the province-by-province guide shows how the model differs elsewhere.
