Thunder Bay cannot pass bylaws specific to cannabis stores or limit how many open, the city says on its website; all it can do is comment when an application is posted. City council passed a resolution on January 14, 2019 allowing licensed stores, and the Thunder Bay Police Service was the only body opposed, according to CBC.

By May 2021 the AGCO listed 12 authorized stores in the city with 8 more applications in progress, CBC reported. Verdex now lists 21 stores, all matched to the AGCO register. You must be 19 to buy, and every shop restocks from the Ontario Cannabis Store.

Simpson Street, Fort William Road and Red River Road

The city runs in a long strip along Lake Superior, and the stores follow it. Cannabis Plus Store has two shops, on Simpson Street and Cumberland Street North; Canna Cabana Fort William is on Fort William Road, and Cannabis Near Me is on Red River Road. Happy Life is on Memorial Avenue, High Society on Algoma Street South, Highlife on Balsam Street, and Insalata on Regina Avenue.

  • How openings show up: the city posts each application as a public notice with an objection period, for example for a Simpson Street address and one on Bay Street. Checking the notices tells you what is coming before the AGCO map does.
  • Buffers: the only province-wide rule is 150 metres from schools.

Compare prices per gram and per product, not the sign on the window; the OCS versus private store guide explains why the range is identical everywhere.

Questions about this list

Can Thunder Bay limit cannabis store numbers?

No. The City of Thunder Bay says it cannot pass cannabis-specific bylaws or cap the number of stores. The AGCO decides authorizations, with a mandatory 150-metre buffer from schools.

How do I know a new Thunder Bay cannabis store is authorized?

The city posts a public notice for each application, and the AGCO store map lists shops once they are authorized to open. Match the address on the door to the map before buying.
