Every legal cannabis sale in Quebec goes through one retailer. The Société québécoise du cannabis, a subsidiary of the SAQ, sells through roughly 110 branches and its website, and no private store is licensed. The minimum age to enter or buy has been 21 since January 1, 2020, the highest in Canada, so a 19-year-old who can legally buy in Ontario is turned away here.

Verdex lists 113 SQDC entries, from SQDC Alma on avenue du Pont Sud in the Saguenay to SQDC Aylmer on chemin Vanier in Gatineau and Baie-Comeau on the North Shore. One purchase is limited to 30 grams of dried cannabis or its equivalent, and the SQDC website works only from inside Canada.

One seller changes what you check

Montreal has 23 of our listings, Québec City 9 and Laval, Gatineau, Trois-Rivières, Sherbrooke, Lévis and Longueuil a few each. There is nothing to compare between shops on price or licence, because the SQDC sets one catalogue and price list. What differs is location, hours and stock. A shop not run by the SQDC is illegal, so the question is whether it is a real branch, not whether it is licensed.

  • Edibles: a solid edible may hold no more than 10 mg of THC per package and may not look like candy, chocolate or dessert.
  • Possession: 30 grams in public and 150 grams at a residence, however many adults live there.
  • Growing: prohibited, even though federal law allows four plants.
  • Smoking: banned in all indoor and outdoor places open to the public, including streets; possession is prohibited on school, childcare and university premises other than student residences.
  • Driving: zero tolerance for any detectable cannabis in saliva.

The SQDC began selling vaping products in November 2025. Some First Nations communities in Quebec set their own rules, which apply only inside those communities. Police have pursued illegal networks in Quebec and Ontario, described in our raid report. The Quebec rules guide gives the flower equivalents for each product type.

Questions about this list

Can I buy cannabis from a private shop in Quebec?

No. The Société québécoise du cannabis is the only business allowed to sell cannabis at retail in Quebec, in its roughly 110 branches or on sqdc.ca. Any other seller is illegal.

What is the legal age for cannabis in Quebec?

21, since January 1, 2020, to buy, possess or enter an SQDC store. Under 21, possession of any amount is prohibited and it is illegal to share cannabis with someone that age.

Can I grow cannabis at home in Quebec?

No. Growing cannabis for personal use, or even possessing a plant, is prohibited in Quebec, although federal law allows four plants per household in provinces that permit it.

Buying in Canada

  • Minimum age

18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.
