On January 14, 2019 Waterloo councillors voted unanimously to allow private cannabis stores, the same day as Kitchener, and by the deadline every municipality in Waterloo Region had said yes, CBC reported. A student-heavy city with two universities, Waterloo now has 17 authorized stores in our list.

Buyers must be 19, so some first-year students are too young. Every shop is matched to the AGCO register, and each buys from the Ontario Cannabis Store, so what you compare is location and price, not legality. None of the 17 has a Verdex rating yet, so the guide below rests on addresses and register status.

University Avenue, Erb Street and uptown

Two Buddies Cannabis stores anchor the east and south: one at 25 University Avenue East and one at 646 Erb Street West. Canna Cabana has the King Street South uptown shop at number 32 and another on Erb Street West at 440, and Chamba Cannabis Co is at 425 University Avenue East. Happy Leaf Cannabis sits on Lester Street beside the Wilfrid Laurier campus, Kroniclez is on Balsam Street, and Growers Retail is on Westmount Road North.

Yes. Waterloo and Kitchener councils voted unanimously to opt in on January 14, 2019, and all municipalities in Waterloo Region followed before the province's January 22 deadline, according to CBC.

Can 18-year-old students buy cannabis in Waterloo?

No. The minimum age in Ontario is 19 to buy or enter an authorized store, and shops check ID.

    Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

    Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.
