In June 2021 the AGCO had approved 14 cannabis stores in Oshawa, although city council had set a limit of one shop per ward. Mayor Dan Carter told Durham Radio News he was disappointed the province granted several licences without weighing the city's concerns. Ontario lets a municipality say yes or no to private cannabis retail, but not cap the number, and Oshawa council voted 7-4 for yes in early 2019.
Verdex now lists 31 authorized stores, all matched to the AGCO register. You must be 19 to enter, and every shop buys its stock from the Ontario Cannabis Store, so the legal status is settled before you start; what differs is location, price and range.

The list is spread along the city's main arterials rather than bunched downtown. In the top rows alone there are shops on King Street East (Budget Bud at number 650), Wentworth Street West, Wilson Road North, Simcoe Street North, Harmony Road North and Ritson Road North, plus Cost Cannabis at 19 Bond Street East near the centre. - Hours: since May 1, 2026 Ontario stores may open from 7 a.m. to 11 p.m., according to the AGCO. Each shop picks its own hours inside that window.
- Prices: the province is the only wholesaler, so the same products sit on every shelf and the gap is in shop pricing, points schemes and deals.

Stores open and close, so the count here will not always equal the AGCO map for the same day. Oshawa shoppers who cross into Pickering to the west will find a different local history: that city first opted out.

Can Oshawa limit how many cannabis stores open?
No. Ontario allows a municipality to opt in or out of private cannabis retail but not to cap the number of stores. Oshawa's one-shop-per-ward bylaw was overtaken in 2021 when the AGCO approved 14 locations, according to Durham Radio News.
How late can an Oshawa cannabis store stay open?
Until 11 p.m. Ontario changed the permitted window to 7 a.m.-11 p.m. on May 1, 2026, according to the AGCO. Individual stores may keep shorter hours.

Home grow
Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).
Public use
Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.
