    21 for adult-use purchases; 18+ medical patients with a card and photo ID may enter stores

  • Possession

    In public: 2 oz cannabis, 16 g concentrate, 800 mg edibles; unlimited at home if kept out of public view

  • Purchase limit

    Per purchase: 2 oz cannabis, 16 g concentrate, 800 mg edibles, 6 immature plants; medical patients 15 oz (425 units) per 90 days tax-free

  • Home grow

    Up to 12 plants per adult, max 6 mature; max 12 mature plants per household; for personal use only

  • Taxes

    Cannabis excise tax 14% from July 1, 2026 (13% from July 1, 2025), rising 1 point each July to 18% in 2030, plus gross receipts tax; medical patients exempt up to their limit

  • Public use

    Only in a private residence or a licensed consumption area; public use fine up to $50

  • Delivery

    Licensed couriers may deliver (CCD counted 56 courier licenses as of Sep 3, 2026)

  • Driving

    Using cannabis while driving is illegal; impaired driving laws apply

How cannabis is sold in Clovis

Clovis's cannabis ordinance took effect on September 1, 2021, the day the city began accepting licensing applications, seven months before any store could sell.

  1. New Mexico legalises adult use.

  2. The city commission gives final approval to the ordinance, per the Eastern New Mexico News. Retail is limited to Commercial General and Industrial zones.

  3. Ordinance in effect; licence applications open.

  4. Adult-use retail sales begin. Reporters that year found border towns such as Clovis and Hobbs selling more than their populations alone would explain.

How to read 35 records

Cowboy Verde at 1605 Mabry appears under both Mabry Drive and Mabry Street. Other names run right across the city: Accendo at 601 Llano Estacado, Canna Collective at 2320 North Main, Compassionate Distributors on North Pile, Best Buds on East 1st, All The Way Up on West 7th and Ayas 2021 on North Norris. Thirty-five is a lot for a city well under 50,000 people, and the border is the likely reason.
