The latest change near Everett came from the south: Lynnwood, which had banned retail for a decade, saw its first legal shop open on April 20, 2026. Everett's own rule moved earlier and quietly. In October 2020 the council raised its store cap from five to eight, although the state had authorised ten.
Eight in the city, the rest on Highway 99
Verdex lists 13 shops with an Everett address, so at least five sit outside the city cap. The 11000 and 13000 blocks of Highway 99 are in the unincorporated area south of the city limit, which local reporting describes as home to many stores; they include Budhut at 11603, Kush21 Everett at 11311 and Kushmart South Everett at 13220. Inside the city are Hashtag Cannabis on Everett Mall Way, Floyds on Rucker Avenue, Buds Garage on Hewitt Avenue and Kushman on Evergreen Way.
Spacing decides the map
Everett's code allows retailers only in the B, MU, LI1, LI2 and HI zones, no closer than 1,000 feet to schools, playgrounds, recreation centres, child care, parks, transit centres or libraries, and 2,500 feet from any other retailer.
