A 6-1 vote after a moratorium
The city had held a moratorium first. In April 2014 the council voted 6-1 to change its development rules for recreational marijuana, with three stores then expected inside city limits. Kitsap County had 13 licensed retail facilities by December 2022, according to a county-level summary, so Port Orchard's six make up nearly half of that count. The two Bethel Road shops are 355 street numbers apart on the same road.
Bainbridge Island and Bremerton are the other two Kitsap cities we found that allow retail, so Port Orchard is one of only three. Washington's tax and limits are handled at state level, and the register lists no lounge or consumption licence for any of the six.
