Why does Bellevue have so few cannabis stores?
Because city zoning rations them by district. Bellevue Land Use Code 20.20.535 requires an Administrative Conditional Use Permit for every cannabis retailer and keeps them 1,000 feet from schools, playgrounds and other uses listed in state rules. It then caps stores per subarea, as set out in a 2024 city staff report on the Green Theory store at 12356 Northup Way.

At a private residence where the owner allows it. The Washington State Liquor and Cannabis Board (LCB) bans use in any public place in any form, and its own research brief confirms that consumption sites are not currently allowed anywhere in the state. Landlords, employers and hotels can add their own bans, and the LCB tells buyers to check those policies first.
