More than half of California's cities and counties, 302 of 540 by the Department of Cannabis Control's count, allow no retail cannabis business at all. Where a shop is allowed, it needs a DCC licence and a city permit, and the buyer must be 21, or 18 with a physician's recommendation for medicinal use.
Verdex lists 1,120 dispensaries. The highest scores sit in Los Angeles: California Caregivers Alliance in Silver Lake, Markt. Dispensary by Studio City and the S.W.E.D.A. store near LAX. In San Francisco, Golden Gate Cannabis Company trades on Jones Street in the Tenderloin. Adults may buy 28.5 g of flower a day.

Because access depends on the city, California has many shops that look legal and are not. The DCC's licence search and the QR certificate that must be posted near the entrance settle the question in a minute; our California licensed-versus-illegal guide shows the steps. A state licence, not a city sign or a website, is what proves testing and age checks.
- Where they cluster: Los Angeles 145, San Francisco 63, Sacramento 36, Long Beach 32, San Diego 25 and Santa Rosa 23 in our listings.
- Tax: a 15% state excise tax, then sales tax on the total and any local cannabis tax. The excise rate rose to 19% in July 2025 and returned to 15% on October 1, 2025 under AB 564, which sets it until June 30, 2028, according to the Legislative Analyst's Office.
- Lounges: a few cities license on-site consumption, including West Hollywood and San Francisco. Elsewhere use is private-property only.

Why are there so few dispensaries in some California cities?
Cities and counties can ban retail cannabis. The Department of Cannabis Control says 56% of them, 302 of 540, allow no retail cannabis business at all. State licensing does not override a local ban.
Can 18-year-olds buy cannabis in California?
Only with a physician's recommendation for medicinal use. Adult-use purchases require age 21. Retailers may sell a medicinal patient up to 8 ounces a day, or more if the recommendation says so.
What tax do I pay at a California dispensary?
A 15% state excise tax, sales tax on the total and any local cannabis tax, so the register total is well above the menu price. Patients with a state Medical Marijuana Identification Card and ID are exempt from sales tax only.
