Vista allows one medical cannabis storefront per 10,000 residents, or fraction of that, using the higher of the last census or the state's latest estimate, under Vista Municipal Code chapter 5.94. On June 22, 2021 the council added a rule letting a licensed medical dispensary co-locate an adult-use business; it took effect on July 23, 2021 as chapter 5.95.
