Maryland's Cannabis Administration counted 127 dispensary licences and 78,271 registered medical patients in August 2026, with a median retail price of $7.70 a gram. Adult use has been legal since July 1, 2023, and existing medical dispensaries converted to standard licences that serve both adults and patients. Adults 21 and older, visitors included, may buy 1.5 ounces of flower, 12 grams of concentrate or products with up to 750 mg of THC.
Verdex lists 12 operators, eight of them in Baltimore: GreenLabs in Fells Point, with a free parking lot, ReLeaf Shop in Mount Vernon, open 9 a.m. to 11 p.m., and Star Buds Baltimore on Belair Road, the first Maryland store of the chain. Every legal store has a licence number such as DA-23-00062.

Baltimore has 8 of our listings, Silver Spring 2, then Edgewater and Annapolis, where GOLDLEAF on West Street is open 9 a.m. to 9 p.m. Adult-use sales carry a 12% sales tax, raised from 9% on July 1, 2025 under the Budget Reconciliation and Financing Act, while medical patients register through Maryland OneStop and pay $25 for a plastic ID card, or print one free.
- Delivery: a 2026 law, HB 622, lets standard dispensaries keep delivering medical cannabis through June 30, 2027. Some stores advertise adult-use delivery in select counties, so ask.
- Lounges: the law allows up to 50 on-site consumption licences, but none had been issued as of July 2026.
- Home grow: two plants per household, plus two more for a registered patient.
Possessing more than 1.5 ounces, up to 2.5 ounces, is a civil offence, and smoking is banned in public places and vehicles.
