Oxnard has issued ten retail commercial cannabis permits and is not accepting applications for more, the city's cannabis program page says. Ten is also the number of dispensaries Verdex lists. The city started the process in 2020: 50 people applied, the selection was scrapped over inconsistencies in the ordinance, and a second round closed in January 2021 with 51 applicants, of whom 16 were invited to seek a special-use permit.

The age limit is 21 (18 for patients with a recommendation), and every shop needs both an Oxnard permit and a state licence.

Vineyard Avenue and the rest of the map

Three shops stand within a few numbers of each other on East Vineyard Avenue: Gardens Dispensary Releaf ON Vine at 2544, Bard Boys at 2550 and Legendary Organics at 2561. The others are spread across the city: Catalyst on South Rose Avenue, STIIIZY Oxnard on North Oxnard Boulevard, Oxnard Holistics on Harbor Boulevard, HPC on West Esplanade Drive and OTC on South A Street.

  • A fixed count: with no new permits, the licensed list changes only when a shop closes or moves; a new storefront that appears is worth checking.
  • Delivery: licensed delivery from other cities can reach Oxnard under the state's delivery rules.
  • Check a brand: read the STIIIZY guide if you plan to buy pods.

Because permits are fixed at ten, a new storefront being advertised is, in practice, either a relocation of an existing permit or unlicensed, and only the city and state registers can tell you which. Use the licence guide to match a name to the state register, and the California page for statewide limits and tax.
