Oakland issues no more than eight new dispensary permits a year, and at least half of those go to equity applicants, under Chapter 5.80 of the city's municipal code. As of April 2026 the city had 50 permitted equity cannabis businesses, The Oaklandside reported.
Verdex lists 10 dispensaries and rates five: Element 7 Montclair Village and NUG Oakland (9.2 each), Harborside (9.1), KANNA (9.0) and Ohana Cannabis (9.0). Adult-use buyers are 21 and over, while medical patients with a physician's recommendation can be 18. The five unrated shops on the list are still on the register, so the city's permitted-dispensary page is your guide.

- Equity products: Oakland has been building a certification for equity-made products, The Oaklandside reported in April 2026.
- Complete list: the city's permitted-dispensaries page is the full register; ours covers 10.
- On-site use: see the lounge guide for where consumption spaces operate.
The eight-permits-a-year limit means the list changes slowly; a shop missing from the city's permitted-dispensary page is not a licensed Oakland store. Across the Bay, San Francisco has a bigger list and its own permit system. To confirm any Oakland shop, use the state DCC lookup and our California licence guide.
