A Minnesota city cannot ban cannabis stores, but it can cap them. The League of Minnesota Cities says a city may limit licensed retailers to no fewer than one for every 12,500 residents, and may keep a store 1,000 feet from a school or 500 feet from a day care or park attraction. State-licensed stores outside tribal land began adult-use sales on September 16, 2025.

Per transaction, a store may sell an adult 21 or older up to 2 ounces of flower, 8 grams of concentrate or 800 mg of THC in edibles. Verdex lists 204 licensed retailers from the Office of Cannabis Management register, many of them microbusiness licences such as 10000 Lakes Cannabis Company in Saint Peter and 4 North in New Ulm. Twin Cities, small towns and what a licence does not prove

Minneapolis has 22 of our listings and Saint Paul 15, but the register also reaches Moorhead (7), Winona, Duluth and Albert Lea (5 each), and towns such as Lanesboro, Welcome and Cedar. A licence on the register is not proof that the door is open. Licence holders may not have opened yet, so call or check the shop's own page, then confirm the number on the OCM list.

  • Tax: a 15% cannabis gross receipts tax (10% before July 1, 2025), plus 6.875% state sales tax and any local sales tax.
  • Edibles: capped at 10 mg of THC per serving and 200 mg per package.
  • Tribal shops: several tribal nations opened dispensaries on their reservations earlier, under their own authority, before the state-licensed stores.
  • 2026 law: chapter 123, mostly effective August 1, 2026, merges the medical and adult-use supply chains, and from January 1, 2027 creates a macrobusiness licence that can run up to eight stores.

Use is allowed at home and on private property where the owner permits, and at licensed on-site venues, but not in a motor vehicle or where tobacco smoking is banned.
