Moreno Valley voters approved Measure M on November 6, 2018, a cannabis activity tax that council put into effect through Ordinance 946 on December 11 of that year. On December 6, 2022 the council passed Resolution 2022-74 setting the maximum number of commercial cannabis permits it will grant, according to the city.
Verdex lists 11 dispensaries with state licence numbers, none yet rated. Adults aged 21 and over may buy, and the state requires ID at the door. Riverside, the county seat, is a separate market with its own rules. Ask a shop to show its city permit as well as its state licence, since Moreno Valley requires both.

- Brand check: STIIIZY and Catalyst are multi-city brands; the STIIIZY guide explains how its stores and pods are sold.
- Permit cap: new shops are limited by the council's cap, so an unfamiliar storefront deserves a licence check before you hand over ID or payment.
- Licence lookup: use the DCC's search and our licence guide.
Ask whether a shop's permit is for retail only or also delivery, which matters if you plan to order ahead; the city issues separate permits for retail, testing, cultivation, microbusiness, distribution and manufacturing. Wider context is on the California page.
