In Pennsylvania a patient can buy dry flower but may not smoke it. The Department of Health lets patients vaporize flower, and sells vapes, concentrates, tinctures, capsules and topicals, but smoking remains prohibited and home growing is banned. Only medical use is legal. The department's dispensary list dated September 16, 2026 shows about 200 permitted locations.

Verdex lists 163 medical dispensaries, mostly operator pages with several stores: Beyond / Hello on Sansom Street in Center City and on Pittsburgh's South Side, Trulieve on Packer Avenue in South Philadelphia, and Maitri Medicinals on Centre Avenue in Pittsburgh. A patient must hold a state medical marijuana ID card to buy at any of them.

Card first, dispensary second

Philadelphia has 14 of our listings, Pittsburgh 6, and York, Scranton, Lancaster, Harrisburg and Allentown 4 each. The card comes first: a Pennsylvania resident registers online, gets certified by an approved practitioner (a certification lasts up to a year) and pays $50 for the card, waived for people in Medicaid, PACE/PACENET, CHIP, SNAP and WIC. Patients may name up to two caregivers aged 21 or over, who pass a background check.

  • Quantity: up to a 90-day supply as certified.
  • Tax: no sales tax on patient purchases. Growers and processors pay a 5% gross receipts tax on sales to dispensaries.
  • Buying: in person, by the patient or a registered caregiver; some stores offer curbside pickup.
  • Courts: in March 2026 the Commonwealth Court temporarily blocked a rule the department used to review vape products containing added terpenes.

About 438,700 patients were registered on June 1, 2026, according to program figures reported by NORML. Adult-use legalization has stalled: the House passed a bill in 2025, the Republican-led Senate has blocked it, and House Speaker Joanna McClinton said in late September 2026 that 2027 is possible only if Democrats win three more Senate seats on November 3. Can I smoke medical marijuana in Pennsylvania?

No. Dry-leaf flower has been sold since 2018, but it may only be vaporized; smoking is prohibited. Patients also cannot grow at home, according to the Department of Health.

How much does a Pennsylvania medical marijuana card cost?

$50 for the ID card, waived for people in Medicaid, PACE/PACENET, CHIP, SNAP and WIC. You also need a certification from an approved practitioner, which lasts up to one year.

Is recreational cannabis legal in Pennsylvania?

No. Pennsylvania has no legal market for adults without a medical card. The House passed legalization in 2025, but a Senate committee rejected it, and SB 120 has not had a floor vote.
