A $40 jar in Washington costs about $55 at the till before sales tax. The Liquor and Cannabis Board's 37% excise tax is collected from the shopper on top of the shelf price, so ask whether a menu price includes it. Anyone 21 or older with valid government photo ID may buy, residents or not, up to 1 ounce of flower, 7 grams of concentrate or 16 ounces of solid edibles.

The LCB's September 2026 list shows about 470 active store licences, and Verdex lists 434. Top-scored shops include Canna West Seattle on California Avenue SW, Greenworks Cannabis in Greenwood and Have a Heart, founded in 2011, with a Belltown store. East of the mountains, Cinder runs three Spokane stores open 8 a.m. to 11 p.m.

Medical endorsements, no delivery and a tax review

Seattle has 41 of our listings, Spokane 21, Tacoma 18, Vancouver and Bellingham 16 each, and Everett 13. Vancouver faces Portland across the Columbia and Bellingham sits near the Canadian border; taking cannabis over either line is illegal.

  • Medical stores: about 280 licences carry a medical endorsement. Since June 6, 2024 (running to June 30, 2029), sales to a patient or designated provider with a Department of Health recognition card are exempt from the 37% excise, but only at endorsed stores and only for qualifying products.
  • Buying: purchases must be made at a state-licensed store; Washington has no legal home delivery.
  • Home grow: not allowed for non-medical adults. A 2026 bill to permit six plants, SB 6204, stalled in the Senate Rules Committee.

The tax may move. An initiative to cut the excise from 37% to 7% failed to file enough signatures by the January 2, 2026 deadline, according to Ballotpedia, and the Legislature asked the LCB for a revenue-neutral plan that would tax higher-THC products more, with a report due in September 2026. Until that changes, budget for the excise. Our Seattle and Spokane buying guide covers where you may use what you buy, and the licence-check guide the LCB lookups.
