Costa Mesa had no legal cannabis storefronts until voters approved Measure Q on November 3, 2020. The measure let the city regulate storefront and delivery businesses, and it set a retail cannabis tax. The first retail approvals came in June 2022, according to Spectrum News.
Verdex lists 18 dispensaries, each with a California Department of Cannabis Control licence. Under California's adult-use rules a buyer aged 21 or over can take home up to 28.5 grams of flower and 8 grams of concentrate in a day. Each shop must display its state licence and a city permit; that pairing is the check that separates these 18 from unlicensed delivery menus that borrow a city's name.

Measure Q's original "Green Zone" covered only manufacturing-park and industrial land north of South Coast Drive and west of Harbor Boulevard, the city's definition says. The city overhauled its cannabis laws afterwards, Voice of OC reported in May 2024. The shops in our top rows sit on Harbor Boulevard (420 Central Newport Mesa at 1990, Access at 2001, High Seas at 1921), on Newport Boulevard (Ff2332 LLC, Instabuds, Mr Nice Guy) and on 17th Street East, where Catalyst is at 170.
- Licence check: scan the state QR certificate at the door or search the DCC licence lookup; see how to spot a licensed California shop.
- Total price: the register total includes state excise tax, sales tax and the local retail cannabis tax, so compare the tax-inclusive price.
- Delivery: a licensed delivery service may bring cannabis from another city, but the driver must follow the state delivery rules.
Nearby, Santa Ana has its own capped system, described on its page.
