On October 1, 2026 Connecticut's tax on cannabis stops depending on THC. The state moves to a flat 10.75% cannabis tax, charged with the 6.35% sales tax and a 3% municipal cannabis tax, so on a $22 chocolate bar the register shows $26.43. Adults 21 and older may buy up to 1 ounce of flower, or the product equivalent, per customer per day, in one or several transactions.

Retailers, hybrids and what the 2026 laws changed

The department licenses adult-use retailers and hybrid retailers, former medical dispensaries that now serve both adults and patients, and Verdex counts New Haven and Hamden four each, with West Hartford, Waterbury, Stamford and Norwalk close behind. Public Act 26-8, signed May 20, 2026, and Public Act 26-100 also remove the THC cap on concentrates from October 1, while flower stays capped at 35% THC, and the same act opens the medical program to qualifying out-of-state patients.

  • Limits: 1.5 ounces carried; up to 5 ounces at home or locked in a car's trunk or glove box.
  • Delivery: retailers and hybrid retailers may deliver themselves or through a licensed delivery service.
  • Use: banned wherever tobacco smoking is, and in state parks, on state beaches and on state waters; towns may add limits.
  • Prices: flower averaged $6.61 a gram in August 2026, about 13% below January, according to CT Insider's analysis of state data, and adult-use sales have totalled $713 million since January 2023.

Because the tax no longer follows potency, compare shops by tax-inclusive total. Home growing is legal for adults: three mature and three immature plants each, up to 12 per household.
