Douglas County voters rejected recreational marijuana businesses outside the cities in 2016, by 55 to 44 percent according to the News-Review, so Roseburg's licensed stores sit inside the city and not in the surrounding countryside, where you would otherwise expect a roadside shop. Verdex lists 10, including Redbarn Dispensary at 1810 NE Stephens St, Cougar Cannabis on NE Diamond Lake Blvd and LA Mota on SE Cass Ave. Adults 21 and over can buy without a medical card, and the OLCC's daily cap of 2 ounces of flower applies at every store. None has a Verdex score yet.

Most of the addresses fall on two arteries. NE Stephens St has 420 Club at 2576, Redbarn at 1810 and a second LA Mota, listed as LA Mota Roseburg 2 LLC, at 573. Garden Valley Blvd has Emerald Triangle Dispensary at 1630 NW and Fx 420 Inc at 161 NE. Cannaking is on NW Mulholland Dr.
- Same name, two licences: the two LA Mota stores are different licences on different streets, so check which one has your product.
- What you may carry: 2 oz of flower, 10 g of concentrate a day, per the OLCC; consumption is private-property only.
- Price at the till: the state's 17% applies. Roseburg's code contains a recreational marijuana tax chapter, but sources disagree on whether a local rate is currently collected, so read the receipt.
Because the county outside the cities is closed to retail, shoppers from surrounding communities have to come into town. Where a store offers pickup, ordering ahead saves a wait. Our licence-check guide shows how to confirm a licence.
Questions about this list
Why are all Douglas County dispensaries in cities?
Voters in unincorporated Douglas County rejected recreational marijuana businesses in November 2016, about 55% to 44%, according to the News-Review, so licensed retail is limited to cities such as Roseburg.
Can I smoke in my car outside a Roseburg dispensary?
No. Oregon does not allow consumption in public places, and a parked car on a public street or a store lot open to the public counts. Use it on private property.
