A new retail marijuana store can open in Fort Collins only if its owner already runs a licensed medical one. The city's licence page says retail applicants must be existing medical businesses in good standing, so the market grew out of the old medical scene. Adults 21 and over with a valid photo ID may buy at these stores, up to 1 ounce of flower per transaction under Colorado Marijuana Enforcement Division rules.

Verdex lists 13 licences but 12 storefronts: Kind Care of Colorado holds a retail licence (402R-00516) and a medical one (402-00841) at 6617 South College Avenue. Another stop is Livwell at 900 North College Avenue.

College Avenue, and the spacing rule behind it

Five of the 13 licences are on College Avenue: 804 South, 900 North, 5740 South, 6617 South and 6712 South. Others are tucked into side streets and business parks, such as Duff Drive, Smithfield Drive, Academy Court, Smokey Street and West Elizabeth Street. The pattern follows the city's zoning: according to the City of Fort Collins, a retail store may not stand within 1,000 feet of a school, university or public playground, within 500 feet of a park, church or child-care centre, or within 1,000 feet of another retail marijuana store.

  • Retail or medical: a 402R number is a retail licence; a plain 402- number is medical. Only Colorado residents hold red cards, so visitors use the retail counter.
  • City tax: the city says it has no additional excise tax on marijuana, so the state's marijuana taxes and the usual sales tax make up the bill.
  • Use: not in public, in cars or inside licensed stores. Private homes only, if the owner allows it.

Medical stores are capped at one per 500 registered patients in Larimer County, and the city says it takes no new medical applications. Because the city holds retail licences in a fixed pool, expect the same names for years.
