Albany decides where a dispensary can open with a colour-coded map: on the city's cannabis page, blue zones are allowed as of right, yellow zones need a conditional use permit from the Planning Board, and purple zones allow it only as a secondary use. Verdex lists 21 stores licensed by the New York Office of Cannabis Management (OCM), among them Capital District Cannabis & Wellness on Central Avenue and Cannabicity on Delaware Avenue. According to the City of Albany, a dispensary must be at least 1,000 feet from another dispensary and 500 feet from a school entrance, and it cannot sit on the same road within 200 feet of a house of worship. The city does not issue licences. Applicants file a Notice to Municipalities with the City Clerk, who circulates it and answers with a letter of support or objection to the state.
