    21 for adult-use purchases, possession and home grow (photo ID checked, including on delivery and curbside)

  • Possession

    Up to 2.5 oz of cannabis, including no more than 10 g of concentrate

  • Purchase limit

    2.5 oz per transaction (max 10 g concentrate), plus up to 12 immature plants or seedlings

  • Home grow

    6 mature, 12 immature plants and unlimited seedlings; towns may set lower caps but not below 3 mature plants

  • Taxes

    14% sales tax on adult-use cannabis since January 1, 2026 (was 10%)

  • Public use

    Only in a private residence or on private property with the owner's permission; no smoking where tobacco smoking is banned

  • Delivery

    Stores may run a limited delivery service and curbside pickup with ID checks; municipalities cannot prohibit delivery

  • Driving

    No use by drivers or passengers in a vehicle on a public way; impaired driving is illegal

How cannabis is sold in Portland

People asking about Portland usually want to know one thing first: how many shops are there, and did the city ever try to limit them?

Did Portland cap its stores?

It did. In 2020 the council voted 8 to 1 for an ordinance limiting retail licences to 20, awarded on a points system for experience and local ties. A federal judge found parts of the licensing requirements discriminatory, the council dropped the cap for the first round, and city voters later removed the limit for good, according to MJBizDaily and News Center Maine. Reports then counted 23 licensed stores with ten more waiting. Verdex now lists 27.

Where do the shops bunch?

Three places. Congress Street has All Kind Bodega at 684, Coastal Roots at 953 and Cannabis Haven at 1236. Fore Street has Cannabis Cured at 442 and Fire ON Fore at 363, with Flowers Refined nearby on Dana Street. Warren Avenue, toward the Turnpike, holds Atlantic Farms at 460 and Black Bear Bud at 429.

Which cluster suits a hotel stay on the peninsula?

Congress and Fore are the two you can reach on foot from the Old Port. Warren Avenue needs a car. Public places such as a bench in the Old Port do not count as private property, and hotels may ban smoking outright.

Can the bag go south on I-95?
