Two steps, and a hearing

A store needs land-use approval first, then a city licence. Manufacturing goes through the City Clerk after police, fire, health and code sign-offs. Retail, dispensary and cultivation licences are Class II, and the first application goes to the City Council at a public hearing. South Portland was in the first wave of approvals in September 2020.

Where they are

Western Avenue has Grass Monkey at 85 and Foliage Me at 446. Gorham Road has Highly Cannaco at 200 and a second Foliage Me at 343. At the mall, Grm Shop Sopo is at 155 Maine Mall Road. In town, Coastal Roots is on Ocean Street, Jar Cannabis Co on Broadway, Bb Sopo Au on Main Street. The two Foliage Me records look like a duplicate but carry different licence numbers (AMS386 and AMS1516) and different addresses.
