How cannabis is sold in Saint Paul

The Saint Paul City Council voted unanimously on September 18, 2024 for a cannabis zoning ordinance, and Mayor Carter signed it six days later.

  1. Adult use becomes legal in Minnesota.

  2. Council passes the zoning ordinance. MPR News reported it opens about 90% of the city's current retail space, in mixed-use districts, commercial corridors and neighbourhood nodes.

  3. The Office of Cannabis Management issues the state's first testing-facility licence, to ChRi Laboratories in St. Paul.

  4. First licensed retail sales in Minnesota begin.

What the rule did to the map

Every shop needs 24/7 recording of its sales floor and doors and an entrance separate from any tobacco business. University Avenue is the clearest corridor: Kodjo’s Dispensary at 446 West and Midway Cannabis at 1607. Randolph Avenue has DNA Dispensary at 1559 and Fort Road Cannabis at 899. East Seventh Street holds Green Walker at 776 and Jazz Cabbage at 249. Flowerz is on Saint Clair Avenue and Bloom Wellness on Vandalia Street.

Minneapolis also uses a 300 foot buffer but has the option of capping; across the river Verdex lists 22 shops to Saint Paul's 15. Downtown is exempt from the school buffer because several childcare centres and charter schools sit there.
