How cannabis is sold in Winona

Did Winona cap its dispensaries?

It tried. The city council voted in December 2024 to limit dispensaries to three, then reversed after community feedback and passed an ordinance with no cap, the Winona Post reported. State law would have let it go lower: a city may limit retail to one registration per 12,500 residents, and Winona had about 26,000 at the 2020 census.

Where are the five listed shops?

Four are downtown: American Made Cannabis at 162 E 3rd Street, Sugarleaf LLC at 72 E 3rd, Tranquil Gardens Dispensary at 79 W 3rd and Winona Dispensary at 173 E 2nd. The fifth, Cheeky Winona, is at 850 Menard Road. Tranquil Gardens was the furthest along in state and local approval when the Post covered it.

Does Winona County add rules?

It has its own cannabis ordinances, numbers 47 and 48, one of them on use in public places. They govern the county, so check which jurisdiction a shop is in.

Is this a college town?

Winona State University and Saint Mary's University of Minnesota are here, and the state age limit of 21 leaves much of the student body out. The Minnesota page has the state-wide limits.

The Winona Post reported in August 2024 that the city had begun developing its dispensary rules, so the cap vote in December was the end of a four-month process.
