How cannabis is sold in Duluth

Duluth allows seven retail cannabis registrations, and the number is not arbitrary: the city's 86,697 residents divided by the state formula of one registration per 12,500 people comes to about seven.

West Superior Street does the work

Three of the five register entries are on West Superior Street: Legit Cannabis LLC at 120, Legacy Cannabis Duluth at 1906 and North Shore Dispensary at 2033. Lifted North LLC is at 26 West 1st Street and Lake Superior Dispensary at 1019 West Central Entrance. Two registrations remain by the cap, and the register cannot say whether they are taken. Rules that hold across the state are on the Minnesota page.

Duluth adopted two ordinances on 25 November 2024: 24-057-O, which updated zoning to cover cannabis businesses, and 24-056-O, which created Chapter 8A and its penalties. Applicants need the state's preliminary approval and a city zoning certificate before they file for registration.
