Three Saint Paul dispensaries share University Avenue, the street the METRO Green Line runs along: Kodjo's Dispensary at 446, Potshotz at 1549 and Midway Cannabis at 1607. Three more are on Randolph Avenue, including DNA Dispensary and Fort Road Cannabis. Verdex lists 15 licensed shops in all.

Buyers must be 21 and carry photo ID, and Minnesota lets adults carry 2 ounces of cannabis flower in public, so a single stop is enough for most trips. Shops here hold licences from the state Office of Cannabis Management and also had to register with the city before selling.

How Saint Paul opened the door

The city council approved its adult-use cannabis ordinance on September 18, 2024, and the mayor signed it on September 24. According to the City of Saint Paul, there is no cap on the number of cannabis retail businesses, but every business must register locally so the site meets zoning distances before it sells. Retail sales across the state began September 16, 2025.

  • Neighbourhoods: Grand Avenue has The Grey Area, Dale Street North has Really Dope, and East 7th Street has Green Walker and Jazz Cabbage.
  • Licence codes: most listings start MICRO-, meaning a microbusiness licence; Bloom Wellness at 550 Vandalia Street carries a DIS- number instead. Ask staff which licence a shop holds.
  • Tax: the state's 15% cannabis tax, 6.875% sales tax, and any local additions.

Minneapolis has its own Verdex page, so a shop just over the city line may not be on this one. The retail market is barely a year old, so confirm a product's test results on the package before paying.
