Can theme-park tourists buy cannabis in Orlando?

No. Florida's Office of Medical Marijuana Use issues ID cards only to permanent and seasonal Florida residents, and the state says it does not offer reciprocity for other states' cards. A visitor with a California or New York card cannot shop at an Orlando treatment center.

Snowbirds and seasonal residents

Part-year Orlando residents can qualify. Without a Florida driver's license, the state asks for two proofs of address such as a deed or mortgage, a recent utility bill or hookup order, or recent mail from a bank or government agency.

    The physician confirms a qualifying condition and enters an order in the Registry.
  2. Apply for the ID card
    Online or on paper; the fee is $75 and online approval averages 10 business days.
  3. Buy at a treatment center
    Show the card; the Registry tracks each 35-day smokable allowance.
  4. Renew
    Applications open 45 days before the card expires.

How the 35-day flower limit works

Orders are counted on a rolling basis. If a 35-day order allows 2.5 ounces and you buy 1 ounce, the Registry leaves only the rest available until those days pass. Smokable flower must stay in its original plain white packaging.

Orlando's 2016 ordinance lets police write a civil citation instead of an arrest for 20 grams or less, but officers keep the choice to charge under state law. At Orlando International Airport, TSA says it does not search for marijuana, yet Orlando Police told News 6 in May 2026 they will enforce applicable laws if called to a checkpoint.

Is weed legal in Orlando for tourists?

No. Florida allows medical marijuana only, and ID cards go to permanent or seasonal Florida residents. The state does not accept out-of-state medical cards.

Will recreational marijuana be on the Florida ballot in 2026?

No. On February 2, 2026, the Florida Department of State announced the recreational amendment did not collect enough valid signatures, as WUSF reported.

How much flower can an Orlando patient buy?

A qualified physician can order up to 2.5 ounces of smokable marijuana per 35-day period, up to six such orders per certification. Patients may not possess more than 4 ounces of smokable marijuana at a time.

What happens if I'm caught with a small amount in Orlando without a card?

Under a 2016 city ordinance, officers may issue a civil citation for 20 grams or less: $100 for a first offense, $200 for a second, and a court appearance for a third. Officers can still choose to charge under state law.

Can I fly out of Orlando International with medical marijuana?

TSA says its officers do not search for marijuana, but state and local laws still apply, and Orlando Police say they will enforce applicable laws if called to a checkpoint. Taking cannabis to another state raises that state's laws too.
