Minnesota's licensed adult-use market began in downtown Minneapolis: Vireo Growth recorded its first sale on September 16, 2025 at its Green Goods shop, Cannabis Business Times reported. A year later Verdex lists 22 licensed dispensaries in the city, including ADHI Enterprise on Hennepin Avenue, BlooMN on Central Avenue NE and Dabney's Cannabis Co. on Hiawatha Avenue.
Adults 21 and over may buy, and the state lets you carry 2 ounces in public. Licence numbers beginning MICRO- are microbusiness licences from the Minnesota Office of Cannabis Management, and 23 of the first 37 state business licences were for microbusinesses.

Central Avenue NE has two listings (2518 and 513), West 50th Street has two, and Hiawatha Avenue has two more. Minneapolis wrote its cannabis zoning in November 2024: dispensaries must stand at least 300 feet from a K-12 school, per the FOX 9 and KARE 11 reports of the vote, and 500 feet from one another except downtown.
- Tax: the Minnesota Department of Revenue applies a 15% cannabis gross receipts tax on top of 6.875% state sales tax and any local sales tax. Cities and counties may add up to 3%.
- Supply: KTTC reported that early retailers relied on inventory agreements with tribal nations while state-licensed growers scaled up, so a shelf may carry tribal-grown product.
- Check first: the licence-check guide starts with confirming the licence itself.
The state reported about $250 million in combined cannabis purchases in the first year, roughly $150 million of it adult-use, per KTTC on September 15, 2026. Verdex has verified the licences but has not scored the 22 shops yet. Public use stays illegal, and on-site consumption in stores is not part of a standard retail licence.
