Is Detroit different from the rest of Michigan?

Yes, in how stores got here. Detroit opted in late and wrote its own licensing ordinance with reserved equity slots. Applications opened online on August 1, 2022, with caps across three phases of 100 retailer, 30 microbusiness and 30 consumption lounge licenses, according to the City of Detroit.

  1. City opens first-round applications for retailers, microbusinesses and lounges.

  2. Detroit approves its first 33 adult-use retail licenses: 20 equity and 13 non-equity. No lounge applicant qualified in that round.

  3. Michigan's 24% wholesale marijuana tax takes effect statewide.

That history explains the map: the city's licensed retail count grew in rounds rather than all at once, and the number of lounges has lagged behind stores.

What did the 2026 wholesale tax do to Detroit prices?

A little, so far. House Bill 4951, signed on October 7, 2025, added a 24% tax on wholesale transfers on top of the existing 10% retail excise and 6% sales tax, according to Cannabis Law Now. Headset's July 2026 data show Michigan flower up 7.3% in the first half of 2026, from a $19.26 average per unit in 2025 to $20.66.

Rules that trip up visitors

  • No use in public spaces or inside vehicles; it is a civil infraction.
  • Gifting up to 2.5 oz between adults is allowed only with no payment attached.
  • The Detroit–Windsor crossings are an international border: the Canada Border Services Agency treats bringing cannabis in or out as a criminal offence, even though both sides allow adult use.

Do Detroit dispensaries charge a city cannabis tax?

The taxes printed at the register are Michigan's 10% adult-use excise and the 6% state sales tax. Since January 1, 2026 a separate 24% wholesale tax applies earlier in the supply chain and shows up in shelf prices rather than as a receipt line.

Can I take cannabis bought in Detroit to Windsor?

No. The Canada Border Services Agency states that taking cannabis in any form into or out of Canada without a Health Canada permit is a serious criminal offence, regardless of quantity or where it was bought legally. You must declare any cannabis you have when entering Canada.

How much can I buy at once in Detroit?

Up to 2.5 ounces in a single adult-use transaction, and no more than 15 grams of that may be concentrate. At home you may keep up to 10 ounces, with anything over 2.5 ounces in a locked container.

Are there cannabis lounges in Detroit?

Detroit's ordinance allows up to 30 consumption lounge licenses across three phases. In the first round, announced December 22, 2022, none of the lounge applicants qualified, so check a venue's city and state licenses before assuming it is legal.
