What makes Ann Arbor's rules unusual?
Two things: the city's long record of light penalties, and a zoning code that keeps shops spread out.
Voters add Section 16.2 to the city charter, reinstating a low civil fine for possession after an earlier ordinance was repealed.
Voters raise the charter fines to $25 for a first offense, $50 for a second and $100+ after that, still as civil infractions.
City Council adopts ORD-25-33, cutting the school separation distance for marijuana facilities from 1,000 feet to 100 feet.
ORD-25-33 is published; it takes effect ten days later.
The history comes from the city's well-documented charter record; the zoning changes come straight from the ordinance text. The 600-foot spacing rule between stores was left untouched by the 2025 amendment, so the city will not end up with a cluster of storefronts on one block.

The only exception to the on-site ban is a designated consumption facility, which the code treats as a separate use with its own school buffer.

The state limits apply to everyone 21 and over. Under-21 students cannot buy, and the city charter's low fines do not change state or federal law for them.

Why are Ann Arbor dispensaries spread out?
The city's Unified Development Code (Section 5.16.3.F) requires a lot with a marijuana retailer or provisioning center to be at least 600 feet from any other such lot. That spacing rule survived the 2025 amendment that relaxed school buffers.
What changed in Ann Arbor's cannabis zoning in 2025?
On November 17, 2025, City Council adopted ORD-25-33, reducing the required distance between marijuana facilities and pre-existing K-12 schools from 1,000 feet to 100 feet. It was published December 4, 2025 and took effect ten days after publication.
Is the $25 Ann Arbor marijuana fine still relevant?
The charter fine schedule dates from 1990, before Michigan legalized adult use. For adults 21 and over, state law now allows possession of up to 2.5 ounces, so the fine matters mainly as history; it does not override state or federal rules for anyone else.
Can I use cannabis at an Ann Arbor dispensary?
No. City zoning bans smoking, inhalation or consumption on the premises of any marijuana facility. The single exception is a designated marijuana consumption facility.
