What does 12% look like on a Baltimore receipt?

Every adult-use sale carries a 12% state cannabis sales and use tax, administered by the Comptroller of Maryland. The rate rose from 9% on July 1, 2025, so older price comparisons understate the total. Baltimore City does not add a separate cannabis tax that we could verify.

Smoke shop or dispensary: how to tell them apart in Baltimore

Baltimore has far more smoke shops than licensed dispensaries, and the city moved against them in June 2026, as WYPR reported. The new zoning law stops new shops near schools and parks and gives existing ones in those zones two years to close. That law targets smoke shops; licensed dispensaries sit under the Maryland Cannabis Administration.

  • State license — A licensed dispensary is on the Maryland Cannabis Administration's list; a smoke shop is not.
  • ID at the door — Dispensaries must check that you are 21+ before any sale.
  • Tax line — Your receipt should show the 12% cannabis tax.
  • Tested products — Licensed stores sell state-tracked products; gas-station THC is outside that system.

Where can you actually use it in the city?

At home or on private property that allows it. The Maryland Cannabis Administration lists parks, streets, bars, restaurants and public transportation as off-limits, which covers the Inner Harbor promenade and light rail. Hotels set their own rules, so check before booking. Visitors cannot take leftover product home across state lines.
