Why is Thrive missing from our list?
That is a gap on our side, not a sign the store is unlicensed, and it is why this page quotes the state locator for the count. Nothing we opened states a city-level cap or a local zoning rule for Annapolis, and we found no Annapolis-specific decision from 2025 or 2026, so none is claimed here.
What does being the capital add?
Annapolis is Maryland's capital and the seat of Anne Arundel County. The U.S. Naval Academy, founded in 1845, sits in town, and it is federal property where cannabis stays illegal. St. John's College dates to 1696. For a visitor, that means two licensed stores sit within a short drive of ground where a purchase receipt is no defence.
