The rules

Key rules in Canada

Plain-language summary. The regulator is Alberta Gaming, Liquor and Cannabis (AGLC).

  • Minimum age

18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

Only from provincially run or authorized retailers, delivered within that province.

  • Travel

Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

How it works

How cannabis is sold in Medicine Hat

Which Medicine Hat street would you guess holds the most cannabis stores?

Did Medicine Hat wait for anyone?

No. Three cannabis stores opened in the city on legalization day, October 17, 2018, according to Global News. Eight years on, Verdex lists 11, and eight of them have addresses in the south-east quadrant, from 3 Street SE and 2 Street SE downtown to Dunmore Road SE and Strachan Road SE.

Who decides where a store can go?

The overlay does. Business licence bylaw No. 2339 bars a Cannabis Retail Store licence for a residential unit, a mobile business or any premises outside the Cannabis Retail Store Overlay in the Land Use Bylaw. The market does not draw this map, the overlay does.

Why is downtown so tight?

Giving & Receiving Ltd. at 541 2 Street SE is one street over from Canna Cabana at 543 3 Street SE. Further out are Hat Cannabis Inc. on South Railway Street SE, The Leaf on Kingsway Avenue SE, Lefties on Carry Drive SE, Value Buds at Strachan Corner and Spiritleaf on the Trans-Canada Way, plus a second Canna Cabana on Dunmore Road.

Is there a ranking to lean on?

Not yet: none of the 11 has a full Verdex profile, so read the list as a licensing check. Delivery, mail order and public-use rules are on the Alberta hub, and the first-visit guide covers ID and payment.
