The rules

Key rules in Canada

Plain-language summary. The regulator is Alberta Gaming, Liquor and Cannabis (AGLC).

  • Minimum age

18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

Only from provincially run or authorized retailers, delivered within that province.

  • Travel

Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

How it works

How cannabis is sold in Sylvan Lake

The Sylvan Lake bylaw that people miss is the waterfront exclusion: no cannabis store may sit on the parcels fronting Lakeshore Drive between 39 Street and Wildrose Drive.

  • Check the 150 metre list. Stores may not stand within 150 metres of schools, provincial health facilities, public municipal indoor recreation facilities, community centres, libraries or public playgrounds, or of each other.
  • Expect two town licences. The town's page describes an administrative licence at a one-time $850 and an operational licence at $150 a year, issued only once the AGLC licence exists; fees may since have changed.
  • Read the district. Cannabis retail is a discretionary use in five districts, and the town can refuse a permit.
  • Confirm the newest licence is trading. Rosin Heads at 36 Cameron Close carries 822142, the highest number on the list.

Where are the seven stores?

Several are on industrial streets: FOUR20 is on Thevenaz Industrial Trail, Valhalla Cannabis on Cuendet Industrial Way and Weed Kings on Iron Gate Drive. The others are Firestone at 2-5040 50 Street, Oz Cannabis at 320-49 Hinshaw Drive and Fire & Flower at Hewlett Park Landing.

How many is that per resident?

Seven licences for 15,995 people in the 2021 census works out to about 4.4 per 10,000, and the census counts residents only, so visitors at the lake sit outside that ratio. Age and other provincial rules are in the Alberta overview, not repeated here.
